CONSTITUTION
ARTICLE I
NAME &
PURPOSE
SECTION I - NAME
A. The name of this
organization shall be the Northwest Catholic Athletic Association.
B.
B. The home of this Association is the Archdiocese of San
Antonio.
C.
C. This association is a non-profit organization.
SECTION II-
PURPOSE
The purposes for which this athletic league is
formed are:
A. To comply with
the objectives of the Policy and Procedures Handbook of the Catholic Youth
Organization (CYO) and its mission statement.
B. The Catholic
Athletic Association shall be recognized as a zone within the city of
C. To provide the
young people and member parishes and their teams the opportunity to compete in
divisions constructed by age, and to determine championships. Leagues will be
further divided into first year age groups and second year age groups if
possible. These leagues and teams will be constituted in accordance with
current City CYO rules consisting of
1. Volleyball
2. Soccer
3.
Basketball
4.
Track
5.
Baseball
6. Softball
7. Other sports as designated by the ZONE.
D.
Furthermore, this
Association shall provide for the member Parishes the opportunity to
participate in athletic programs that will promote the religious and social
development of it youth as well as developing athletic skills.
E.
This Association is to
manage and maintain facilities necessary for the promotion of athletic and
recreational activities, as outlined in the CYO Policies and Procedures Manual,
Standard IV, Organization and Administration.
F.
The division breakdown
shall be in accordance with the current CYO Sports Program Coaches Handbook:
Tot Division
Tiny Division
Pee Wee Division
Mite Division
Cub Division
Junior Division
A representative from each City recognized
league in each division should compete in the city playoffs as constructed by
the main CYO office. The representative
shall be the league champion or if the Zone has post-season playoffs, then as
determined by the Zone playoff rules.
Should the representative be unable to compete, an alternate would
represent the Zone.
ARTICLE
II
PARISH
SECTION 1-
REQUIREMENTS
A. The requirements to become a member parish and/or school
CYO programs in the
Northwest Catholic Athletic Association shall be determined by
the central CYO office, the Executive Sports Director and CYO Executive
Council, and the declaration of a new parish by the Archdiocese of San Antonio.
B.
The maintenance of the membership in this Association is
predicated upon the continued compliance with the accreditation requirements
detailed in the Policy and Procedures Handbook and the desire of the parish to
remain. A Parish cannot lose its membership, but may be placed on probation or
suspension for violations of current CYO and/or Zone rules or indebtedness to the Zone. Violations may be by individual members, or teams or
Parish violations. There will be a yearly membership accreditation review by
the Zone/City Officials for each participating parish/Zone in order to maintain
membership.
SECTION II-
MEMBERSHIP
At the adoption of this constitution the
following parishes and/or school CYO programs will be eligible to participate
as members of the
Northwest Catholic Athletic Association:
Holy Family
Little Flower
San Alphonsus
San Martin
Sacred Heart
St. John Bosco
By signature of the majority of the above Parish representatives, this Constitution is hereby adopted on January 10,2006
SECTION III—PARISH FUNDRAISERS
The Parish Executive Officers
are charged with the responsibility to generate and implement an operational
budget to reflect and accommodate the costs for the running of the parish CYO
program. The Parish Executive Officers
will schedule mandatory/fundraisers (if needed) for items not covered by the
participation fee. That all athletic
Parish fundraisers that involve any Zone teams, be sanction and be the
responsibility of that Parish organization.
The Parish CYO organization will also comply with all the requirements
in the CYO Policies and Procedures Handbook for running the parish
organization.
If any Parish organization
specifically has TOURNAMENTS:
1.
That all tournaments
that involve any CYO Teams be sanction and sponsored by the respective Parish
CYO Athletic Association and not individuals or individual CYO Parish Teams.
2.
That if a tournament
is held at any of the Parish fields, that a sanction Zone Umpires/Referee
association be hired.
3.
That at least (1)
Security Officer is hired. (Optional)
4.
That all score sheets
be turned in to the Zone Officers for official auditing (Responsibility of Parish
Tournament Director).
5.
That it will be the
responsibility of the Host Parish to report in writing of any and all incidents
that involve Verbal or Physical abuse by either spectators, coaches or
players. A report of the incident must
be reported to the Zone Executive Officers in writing within a 24-hour period
after the incident.
6.
That NO BEER BE
ALLOWED ON THE PREMISESS OR SOLD, if it involves youth.
PENALTY:
The penalty for violations of the preceding
rules will be determined by ZONE Executive Officers within a period of 3-7 days
after such violations have been brought to the attention of the Zone Officers.
ARTICLE III—ZONE FUNDRAISERS
The Zone Executive
Officers are charged with the responsibility to generate and implement an
operational budget to reflect and accommodate the cost for the management of
the Zone (complex, gyms, officials, awards, etc.). So the Zone Executive Officers are
responsible for:
a.
The participating
parishes will equally share scheduled mandatory fundraisers required to accommodate
these costs. The parishes are part of
the Zone and must share in the responsibility of such costs. Therefore, if the cost of the program exceeds
the budgeted amount; the difference will be equally assessed to the
participating parishes.
b.
The Zone will
implement scheduled deadlines for monies to be submitted.
c.
Whereas if parishes do
not comply, payment in full must be submitted prior to they’re next
participating sport or are subject to probation. (Teams will not advance to post season playoffs.)
ARTICLE IV OFFICERS
SECTION I -
EXECUTIVE OFFICERS
The elected officers of this Association shall
be:

(Any Other Officer necessary to operate the Organization)
SECTION II-
APPOINTED OFFICERS
The President may appoint the following
officers. Appointees must have at least two years experience in one of the
following: Coaching, assistant coaching, Parish Officer or Board member and/or
Commissioners.

Parliamentarian
2.
Volleyball Commissioner
3.
Soccer
Commissioner
4.
Basketball Commissioner
5.
Track Commissioner
6.
Baseball Commissioner
7.
Softball Commissioner
8.
Other sports activity commissioners as designated
SECTION III-
ZONE EXECUTIVE COMMITTEE
The elected officers of the Association and
Parish Presidents of the Zone shall constitute the Executive Committee. The
Zone President shall act as the chairman of the Executive Committee.
SECTION IV- ZONE
VOTING MEMBERSHIP
The voting membership shall consist of the
elected Zone Officers of the Association and Parish Organization’s four
eligible voting representatives in attendance at the respective meeting. Each Parish Organization will have four (4)
votes to cast on any issue requiring voting.
ARTICLE V
ELECTION OF OFFICERS
SECTION
I - TERM
Every second year during a regular meeting of
the Zone in July, the Executive Committee (elected Zone Officers and Parish
Presidents from each parish) shall elect the Zone Executive Officers;
President, Vice President, Athletic Director, Recording Secretary, Treasurer
and any other Officer necessary to manage the Organization. All Officers elected shall serve for a period
of two (2) years.
SECTION
II- ELECTION
At the June meeting the President shall appoint
one member from each Parish to serve on the nominating committee for the
election of officers. The nomination committee shall
present a slate of officers for the following year to the membership in the monthly
meeting of July. At the July meeting,
the floor will be open for nominations from the floor for any of the
offices. Zone elected officers shall be elected
at the July meeting by a majority of the votes cast.
ELECTION
PROCEDURE
1.
The appointed Parliamentarian
will preside over the election of officers.
The President will appoint a presiding officer to conduct the election
if the Parliamentarian is absent from this meeting.
2.
The Parliamentarian
will state the rules governing the election.
3.
Nominations will be
taken from the floor for each office.
4.
The Chairperson of the
Nominating Committee will read nominations from the Nominating Committee.
5.
Method of voting shall
be secret ballot when two or more candidates are running for office. When only one candidate has been nominated
for an office, a motion to elect by acclamation may be made from the
floor. (Example: Mr. X is nominated for President, they’re
being no other nominations, and we will proceed to vote. All in favor say yea and those opposed say
nay or no.)
SECTION
III- VOTING
Each participating member Parish in good
standing (see Article V, Section III) shall be allowed four (4) votes on
elections brought up at the meeting. The
voting members shall be the Parish membership.
The elected Zone Officers will also be eligible to vote with the
exception of the President who may only vote in case of ties.
SECTION
IV- INSTALLATION OF OFFICERS
The newly elected Officers will assume office
immediately after the July meeting is adjourned. All books and records must be turned over to
the new officers immediately.
SECTION
V- VACANT OFFICES
If the Zone President voluntarily resigns this
position, then the Vice President shall assume the duties and responsibilities
of the office of the President of this Association for the remainder of the
uncompleted term. If any other elected
Officer chooses to leave his/her position prior to the completion of their
term, then in such a case, the Zone President shall appoint a person to serve the
remainder of the term. Also, if the
Executive Committee feels that an elected Officer is lacking his/her duties,
they may vote the Officer out of office and hold an election to replace the
Office in question. Vacancies in office
will be filled by special election except as identified in this paragraph
above.
ARTICLE VI
MEETINGS
SECTION
I – REGULAR MEETINGS
The Zone and each member parish will post at a
convenient location, the schedule of regular meetings. There shall be no less than one monthly
meeting for the Association Membership and no less than one monthly meeting for
the Executive Officers, if needed, being the third Wednesday of each month;
however, the President may call special meetings at any time, notice of such
meetings to be given by a telephone committee.
A roll call will be taken of all officers and members and record
kept. In the event that the President
fails to call the monthly meeting within 45 days, the Vice President will have
the right to call a meeting. No meeting
shall be conducted with no less than three (3) officers and half of the
membership parish or association present.
By Executive decision or by majority vote of the membership, one
upcoming meeting during the current CYO calendar year may be deleted from the
scheduled meetings.
A.
Regular meetings will
be limited to one- (1) hour-30 minutes maximum.
Agenda items will have a three (3) minute time limit placed on each
speaker for discussion. The meeting will not hear grievances, appeals, protests
or personal complaints of individuals. The meeting is afforded to allow members
an opportunity to make suggestions to improve the Zone operations.
B.
All issues to be
addressed at the upcoming Zone meeting shall be placed on the agenda. These items for discussion will be presented
to the Zone President for consideration to be included at the upcoming meeting
seven (7) days prior to the scheduled meeting.
The President or presiding officer has the
right to conclude or stop the open forum at any time the situation becomes
unruly.
SECTION II-
SPECIAL MEETINGS
The President may call special meetings of the
Zone at any time that such a meeting becomes necessary. Twenty-four (24) hour
notice of the same shall be given to all the Zone Executive Committee. Notice
shall consist of personal contact (if possible) messages left on an answering
machine, pager or to family members. If the majority of the Executive Committee
members are notified, the special meeting will be conducted.
SECTION
III- VOTING
To remain in
good standing, it will be the responsibility of all Parishes to have a Parish
Officer representative present at all Zone meetings or Special called
meetings. Zone will establish attendance penalties for violations
incur by Parishes not sending representatives to Zone meetings. Lack of attendance could result in the Parish
losing their voting privileges. Each participating member parish shall be allowed four (4)
Parish members to vote on motions brought up any Zone meeting or special
meeting. Only participating Parish
members of the Association may make motions.
The voting members shall be the Parish Executive Officers. The elected Zone Officers will also be
eligible to vote with the exception of the President who may only vote in case
of ties.
SECTION IV-
EXECUTIVE COMMITTEE
The Executive Committee meetings shall be held
at the call of the President.
ARTICLE
VII
QUORUM
SECTION I -
REGULAR MEETING
A quorum shall consist of a majority of the
members Parishes present at any regular meeting of the Zone. Parishes that have lost their voting
eligibility shall not be considered part of the quorum.
SECTION II-
SPECIAL MEETING
A quorum shall consist of a majority of the
members Parishes present at any special meeting of the Zone. Parishes that have lost their voting
eligibility shall not be considered part of the quorum.
ARTICLE
VIII
SECTION I - AMENDMENTS
The Constitution and By-laws may be amended at
any regular meeting of the Association by a vote of the majority of the members
present. The process for an amendment
shall be as follows: after the discussion at a regular meeting for the need of
a proposed amendment, an amendment will be formulated and prepared for
presentation at the next regular meeting.
This version of the amendment shall be presented to the Membership and
read. If no other changes are necessary,
the amendment will be tabled for 30 days consideration, where upon the
amendment will then be read at the next regular meeting for voting and
adoption.
ARTICLE IX
SECTION I
The Association shall be governed by a code of By-Laws to be
adopted simultaneously with the adoption of this Constitution.
ARTICLE X - PROCEEDINGS
SECTION I
Roberts Rules of Order shall govern all meetings
of the Association where the procedure is not otherwise provided herein or the
by-laws or the CYO Policies and Procedures Manual.

ARTICLE
I
DUTIES
OF THE ELECTED
AND
APPOINTED OFFICERS
SECTION I-
PRESIDENT
The President shall:
A.
Preside at all
meetings of the Association and the Zone Executive Committee.
B.
Act as official
spokesperson for the Association.
C.
Direct all activities
of the Association.
D.
In conjunction with the
Athletic Director, be responsible for scheduling, setting compensation scales.
E.
In conjunction with
the Executive Officers be responsible for budgeting the cost for each sport and
the yearly budget for the program and function of the Association as outlined
in the Policies and Procedures Manual, Standard IV.
F.
Perform all duties;
such as represent the Association at the City CYO level, which may effect the
Association’s voting eligibility.
G.
Upon receiving all the
information on any dispute, will then make a decision based on the facts of the
situation or refer the final decision to a Hearing Committee.
H.
Appoint a person to
serve the remainder of the term of any vacant Association office.
I.
Perform the duties
outlined in the Policy and Procedures Handbook, Standard V.
J.
Make copies of the
Policy and Procedures Handbook for all Zone Officers.
SECTION II- VICE
PRESIDENT
The Vice President shall preside in the absence
of the President and should be prepared to perform all the duties of the
President should the need arise. The
Vice President shall:
A.
Assume the duties and
responsibilities of the office of the President of this Association for the
remainder of the uncompleted term if the President resigns.
B.
Perform the duty of monitoring
the accreditation process and report to the membership of these requirements.
C.
Perform such duties as
at awards presentations.
D.
Perform the duties
outlined in the Policy and Procedures Handbook, Standard V.
SECTION III-
ATHLETIC DIRECTOR
The Athletic
Director shall:
A.
Supervise the league
scheduling process assisted by Sports Commissioner.
B.
Rule on all sport
related problems and or concerns.
C.
Clarify rulings.
D.
Perform the duties of
the sport commissioner if he/she is absent or is unable to do so.
E.
In
conjunction with the President, organize officials for all Associations
programs and recommend compensation scales for the officials.
F.
In conjunction with
the President, assist the scheduling of officials.
G.
Be responsible for the
publishing of game schedules prior to the start of the season.
H.
Gather all the facts
and information on all disputes and or problems occurring during a particular
sport and will be communicated to the Zone President.
I.
Check carefully all rosters
to insure that a team is composed correctly and in accordance with Association
guidelines, and inform the Vice President of any possible violations of the
accreditation process.
J.
Publish the rules with
the schedule, which pertains to regular season ties, and final standings
K.
Perform the duties
outlined in the Policy and Procedures Handbook, Standard V.
SECTION IV -
SECRETARY
A. The
corresponding Secretary shall coordinate all meetings with the member parishes.
B. Keep a calendar
of all Association activities, as well as all the member parish activities.
C.
Shall represent the
Association at the City CYO meetings should the President or Vice President be
unable to attend.
D.
Shall be responsible
for the records of the meetings, and also the highlights of the minutes, such
as motions being made, seconds, and names of the persons making such. The
minutes will contain only the pertinent facts of the previous meeting and
distributed to those present.
L.
Perform the duties
outlined in the Policy and Procedures Handbook, Standard V.
SECTION V -
TREASURER
The
Treasurer shall:
A.
Keep complete records
of bank accounts, savings accounts, pay all bills.
B.
Coordinate with the
President and Athletic Director, the amounts of assessments for the various sports,
depending on the number of teams per parish.
C. Assist or provide guidance to the member parishes, the proper reporting information required by the CYO Central Office and if requested, assist in Parish fee schedules as outlined in the Policy and Procedures Manual, Standard VI.
